• Timeline for mitigation vs replacement: Phased approach, medium-term refurbishments, long-term replacements
• Budget & resource allocation: Estimate funds needed for diagnostics, repairs, mitigation measures and replacement program; forecast over several years; identify external suppliers, internal capabilities
• Other diagnostics, tests and protection technologies recommended, for monitoring, early warning or reduced fault impact?
• Quality assurance for future units: e.g. ensure improved specs, environmental and mechanical test standards?
• Safety & environmental considerations: trade-offs (e.g. using oil-filled transformers might bring other hazards); fire & risk, regulatory constraints
